had no knowledge, was necessarily imperfect, misleading, and inac- -curate, yet it was accepted by Sir Henry May (under whose instruc- -tions Mr Percebois bad collected it) together with the deductions and recommendations drawn therefrom, inpreference to that derived from me, with over ten years actual experience of the local condi- -tions, during the greater part of which I had been directly res- -ponsible for the methods employed. That most of the misstate- -ments in Mr Percebois' report were due to misunderstanding of facts is probably true, but some of them have every appearance of being intentionally false.

This affair delayed my progress with my scheme of reformation of the business of the Department, which was still further checked by the necessity, to my mind, of amendment to the Emigration Ordinance before the Emigration business could be plu- placed upon a sound basis. That this idea was also in the mind of Sir Henry May may be inferred from the fact that he made seve- -ral alterations in the Emigration proceedure, without amending the Ordinance, during the year 1910, sending me instructions on the subject, on single sheets of paper which were subsequently attached to the full file, but witholding the file from me, so that I should be kept in ignorance of what was intended to be done. My requests for papers were at this time uniformly met by statements that the files were with some other Department, but would be sent to me when they were available. This method was employed in respect to other matters, as well as Emigration, and I was kept in the dark as to the progress of many questions of vital importance to my Department, thus crippling me in the discharge of my duties. At the same time, my health, which had been failing for the pre- -vious two years, but had greatly benefitted by my two months' vacation leave in 1909, once more began to give me cause for anxiety.
23. During this year (1910), the repeated requests of the Director of the Commercial Intelligence Department of the Board of Trade for a Commercial Directory of Hongkong, led me to attempt to compile one, as there was nothing approaching & complete one in existence. I took for a basis the existing, incomplete direc- -tories, and collected additional matter as time and opportunity permitted
